Offline migration doesn't show "storage location"

When I attempt to migrate a virtual machine that is powered off it does not let me choose the target storage like I would with a live migration.

How can I migrate from a node using local storage to a remote node using ZFS storage in offline migration.

for me, qm migrate <vmid> <targetnode> --targetstorage <targetstorage> works for this, but being curious why it's not possible via gui (ok, this was tested on proxmox 6.3 cluster, maybe it works with 6.4 ?
