nvidia-vgpud process couldn't start with A10 GPU

After installing nvidia vGPU driver installation nvidia-vgpud process couldn't start. I followed through this guide. https://www.youtube.com/watch?v=cPrOoeMxzu0&t=322s

When i run "dmesg" vgpu_unlock says

as guide i followed vGPU should be unlocked.

Debian GNU/Linux 12 (bookworm)
Kernel version: 6.5.13-5-pve

Specs:
Dell R740xd
CPU: Intel(R) Xeon(R) Silver 4214 CPU @ 2.20GHz
GPU: Nvidia A10
