NOVNC cannot connect

Hello.
I encountered the following problems when using the args parameter to open ports.
This is my configuration file. My - vnc port is set to 100


But when I used the command to check the port, I found that the 59100 was not opened.

I am sure that my instance has been restarted after I modified the configuration, and if I set it to 99 or 66, I can detect that my port has been opened and I can log in normally.
Can only 0~99 be used for numbering, and can only 99 VNC be used at the same time for that node?
