Notes cannot display Simplified Chinese properly in local

When I use Proxmox VE with simplified Chinese,I found that the notes in the backup and the notes in the VM are displayed differently. The specific performance is that the simplified Chinese notes in the VM are displayed normally, while the simplified Chinese notes in the backup are garbled.hope fix.

i sent a preliminary rfc on the list, which would always utf8 en/decode the notes. no promises that it will be included soon though.
