no network on vms after restart

I ended up having to move one of my Proxmox servers to make room for another server. When I powered it back up I could connect to Proxmox server and the interface. When I tried to access VMs through the network I keep getting host unreachable. I can't ping the vms.

I can ping and traceroute to VMs in the server but I can't get to anything outside of the server. ARP tables are showing all vms are marked inactive. I do have eth0 and eth1 bonded. I can access proxmox using the bonded link.

I tried using bridge with the bonded interface and NAT but I can't ping outside of the proxmox server. I can't ping the bonded interface of proxmox from the vms.
