No HTML5 console option in 3.3

Hi

I upgraded a test machine to 3.3 over the weekend from 3.1 but don't see the menu option to allow HTML5 console. Is there something I need to do to configure this?

These used the no-subscription repository option as this machine doesn't have a subscription. is the HTML5 console something that's only available with a paid subscription?

Option should show up.
