No DHCP acknowledgement

Installing a vmdk converted to qcow2 - the Ubuntu OS boots up and performs network configuration via DHCP.
I can see in the debug logs of the DHCP server that the request is received and a offer is made but nothing gets back to the vm. So the OS says will continue without network configuration but the software running on this VM requires a DHCP IP address to start. The network device for the vm is Bridged Mode vmbr1 VirtIO. Is this a firewall issue?
