NIC Speed

In Proxmox 2.0 I can see when making a new VM it will ask about the speed of NIC,
How does Proxmox handle this speed limitation? Does it use TC ?

Would you please explain a little more about the structure you are using for this limitations? as I know TC is based on IP and NIC while when we are creating a VM we didn't assign an IP to it yet,
