Thanks in advance. Completely new to Proxmox, and assumed it was free for home lab / personal use. I’m getting a nag screen though, to purchase licensing. It appears to have let me create an umbutu vm though. If I keep this vm active and not pay licensing, will I run into issues?

It will be fine. The popup on login is a friendly reminder to get a subscription. That's all.
Oh, and you should switch the used repos to the no-subscription ones

You are allowed to use the software without a subscription, even for professional use. You can't use the enterprise repos though, so you need to disable them and enable the no-subscription repositories:

Please note, that Enterprise repositories actually get the updates after "no-subscription". The basic idea is that although you are not obliged to pay for a subscription you pay by being something of a "beta-tester", so people with a subscription are less likely to run into bugs after an update.

For me in my homelab that's a great deal. In a professional context I would always prefer to get the budget to run ProxmoxVE in the recommended, supported variant (thus subscription with support options), so production doesn't get damaged by updates and I can get support from the Proxmox Team if something went wrong.

The nag-screen is just a reminder of this, it's absolutely legal to use ProxmoxVE for all your needs without getting a subscription, be it your homelab or your company.
