Networking - FreePBX - 2 NIC's can't get second network card to pull IP, give it one.

The setup:

Proxmox:
Dell R810
4 X Network cards.
ENO1 = vmbr0 (Connected to Switch 1, and private, sits behind a firewall)
ENO3 = vmbr1 (Connected to Switch 2, and is Public, sits behind a firewall)

On VM - Running FreePBX 16
Eth0 = Vmbr0
Eth1 = Vmbr1

I have configured

/etc/sysconfig/network-scripts/ifcfg-eth0 10.0.0.90/24

and

/etc/sysconfig/network-scripts/ifcfg-eth1 64.XX.XX.XXX/28

respectfully.

I can't seem to get the address to stick, when I reboot and login to the os it doesn't acknowledge the ip on the second NIC.

Any thoughts, Please be detailed as I am new to ProxMox,

This seems to be an issue of FreePBX and not Proxmox VE per se. I guess the FreePBX community will have a better understanding of what might be going wrong here :)
