Network config issues need host to provide DHCP and pppoe

I have a fresh installation of proxmox 3.1
I am trying to set up SMEServer as a VM to act as a DHCP server and gateway server for the proxmox ve and as well as external pc's.
Below is a diagram of my setup. I cannot get dhcp to any external clients. I haven’t even tried to setup the sme-server pppoe service. Can anyone suggest why the below does not work. What am I doing wrong?

if you set a fixed IP for external pc (same class) the vm (dhcp server) is reachable (ping)?
