Network Bridge Permissions for Non Admin Users

We switched over from VMWARE and I am setting up student accounts for Fall. I need them to be able to build out VMS for my class. I have a network bridge, which works fine for me as admin, but I can't see it logged in as a non admin student. I don't want them to see the whole site, just their vms, but they need access to the bridge. VM.CONFIG.NETWORK as a permission doesn't seem to help. Any thoughts?
 
So, this chain did fix this for the linux bridge. I wish this was better documented since it kind of makes no sense. SDN is a thing and the SDN permissions shouldn't apply to the linux bridge but it apparently does. I agree it's all SDN really, but there is a separate thing for SDN so the permission is a bit confusing. Thanks for all the assistance. Smart people here.
