Missing `ifupdown2` 3.0.0-1.3 for ARM64 in Trixie `pve-no-subscription` repo

Hello everyone,

This is my first post. I am trying to install Proxmox VE on Debian 13 (Trixie) on an ARM64 (aarch64) system. But I wanted to report a missing package that causes the update network configuration to fail.

**Issue:**
The `pve-no-subscription` repository for Trixie lists `ifupdown2` version `3.0.0-1.3` for ARM64, but the corresponding `.deb` file is missing. This causes `apt` to fail with a 404/500 error during installation.

**Steps to reproduce:**

```bash
# Add the Proxmox no-subscription repo for Trixie ARM64
echo "deb [arch=arm64] http://download.proxmox.com/debian/pve trixie pve-no-subscription" > /etc/apt/sources.list.d/pve.list

# Update package lists
apt update

# Try to install ifupdown2 or proxmox-ve
apt install ifupdown2
```

**Observed error:**

```
E: Failed to fetch http://download.proxmox.com/debian/...on/binary-arm64/ifupdown2_3.0.0-1.3_arm64.deb 404 Not Found
E: Unable to fetch some archives, maybe run apt-get update or try with --fix-missing?
```

**Verification:**

- ARM64 package returns 404:

```bash
curl -I http://download.proxmox.com/debian/.../binary-arm64/ifupdown2_3.3.0-1+pmx12_all.deb
# HTTP/1.1 404 Not Found
```

- AMD64 package is available:

```bash
curl -I http://download.proxmox.com/debian/.../binary-amd64/ifupdown2_3.3.0-1+pmx12_all.deb
# HTTP/1.1 200 OK
```

**System information:**

- OS: Debian GNU/Linux 13 (trixie)
- Architecture: aarch64 (ARM64)
- Proxmox repository: `pve-no-subscription` for `trixie`

** Workaround **
As the workaround, I download the ifupdown2 from the amd64 and install it. As the ifupdown2 package is not platform specific. It is working after the amd64 package installed.
