Missing half of ram

When installing proxmox 7.1 onto my system, I only get usage of half of my ram.

The ram shows up in the bios with no issue, I have reseated it and also tried it in a different machine.

dmidecode is attached.

Any suggestions as why this would be?

mhmm... the modules look ok (though you use different kits together... maybe this trips the bios up?)
can you post a full 'dmesg' and 'free' output?

also check if there is a bios update?

nothing obvious stands out... can you try with a linux live iso/cd/usbdrive and check there? also a memtest would be good
is there anything in the bios that you can set regarding memory slots?

is the igpu reserving a large amount ram ? , by default my deskmini reserves 4gb for the igpu which is not needed .

I have installed Ubuntu Server and get the same issue, so it appears to be down to hardware rather software which is unfortunate. I have logged a ticket with AsRock to see if they can suggest anything at all.
