I encountered a problem migrating a VM of Proxmox Version 7.4-4 to 8.3.0 migrate online with an error as per the attached file.

Before the Proxmox 8.3.0 update, I migrated a VM of Proxmox version 7.4-18 to 8.2.8 but ran into no issues.

You could try updating both the source and destination systems to the latest minor releases of Proxmox 8.x. If that doesn't work, consider investigating any changes in VM configuration between versions and explore manual migration as a temporary workaround.
