Memory Spiked

No mater what I do to this VM... The memory just stays at +/- 95% Any ideas? There are no apps or services running on the VM (Windows 2016 Standard)

Let me know what other info anybody may need. Thanks for your help in advance.

Yes. And don't forget to also enable the "qemu guest agent" feature in under the VMs options.
And I guess you installed that Win VM using E1000 NIC and IDE as storage controller. You should consider switching to Virtio SCSI and virtio NIC because they are paravirtualized and much faster. You will also need that driver installed for them to work.

You screenshot metions that there is still no guest agent running. So make sure to also enable it in PVE and install the complete driver bundle from that driver disk including the guest agent service.
