Losing C-states with Windows VM

I'm have a container running an rss server, a home assistant vm, and a windows VM. With the container and home assistant active, I can reach C6 and my power usage is around 22 watts. With the windows VM active as well, I lose my C-states and my power usage goes up to around 30W. My windows VM is only running some torrent stuff, so is there something inherent to windows that prevents me from getting any c-states?

virtIO and guest agent drivers are installed. Power plan is set to "power saver". I'm pretty new to proxmox, so any advice on my question or how to reduce my idle power consumption is appreciated.
