"Login failed. Please try again" Linux PAM standard authentication

Second time i have a problem with login to Proxmox web interface with "Linux PAM standard authentication". The error is "Login failed. Please try again". SSH works well and first time i rebooted the server and it solved the problem but it reappears.

Please help me with diagnostics of the problem. How can i solve it permanently?

Whatever maybe someone could tell me how i can list all VMs to see which is locked by backup process?
