Hi,
I used Proxmox environment about 4 years ago to run our Office's elibrary service though our LAN. Now retired, I am thinking of proxmox in a laptop, and use this using WIFI in a very remote area (no internet connection) where other users can access a VM using their tablet or android smartphone. Is this possible? Thanks much!

Wifi is problematic and will only work using workarounds like turning your PVE node into a router doing NAT. Otherwise no other clients will be able to access that VM as a Wifi AP will usually drop all packets not coming from the MAC of the PVE host that connected to the AP. And PVE isn't supporting wifi, so all has to be configured manually via CLI. See: https://pve.proxmox.com/wiki/WLAN
