Limit the amount of RAM and CPU on POOLs

Hello everybody.
I'm new here and I'm with a doubt, could anyone help me?
Is there a way to set a limit of ram and cpu to pool?
E.g. My host has 64gb of ram and 24cpu, I want to create a pool with only 10gb and 6cpu.
I wanna this to let the developer team create vm by itselfs.
