Java JRE install hangs in KVM - Server 2003

I'm trying to install Ubiquiti Unifi controller software - wireless system controller - in a Server 2003 R2 SP2 x32 VM. The installer hangs at a jre_setup.exe ...

Here are other things I've tried:
- Re-downloaded installer: same issue
- Manually installed Java JRE 1.7: that installer hangs
- Manually installed Java JRE 1.6: that installer hangs
- Added more resources to the VM: up to dual quad-core CPUs and 7GB RAM passed to the VM
- Tried Unifi installer in a KVM running Server 2008 R2: same issue

The Server 2003 VM is using virtio drivers for disks and network
The host is a Dell PowerEdge 2950 III with dual quad-core 2GHz, 4x2GB RAM, 2x72GB 15K SAS, 4x146GB 15K SAS.
 
How many memory did you allocate for VM?
I'm using Ubiquiti Unifi controller too, but not under Windows. Openvz appliance had troubles with jre, but Debian under KVM works fine for this task.
 
I did some reading and had heard there may be some memory requirements etc with JRE, so I actually gave two procs with four cores and 7GB RAM to the VM. still just sat there and spun.

I had originally installed it in an Ubuntu VM using KVM but then for several reasons wanted to move it to a Windows server we already have running.

Also, with the Ubuntu VM, I had to do a restore, so ran the Proxmox restore from the night before (snapshot backup) but couldn't get the Unifi service to start. That's one of the many reasons I'm switching, but mostly do to my volunteers (I work at a church) know Windows better, and they need to be able to help out when I'm not around.
 
I finally got it figured out. It's an issue with Oracle's Java installer apparently (some people on the interwebs thinks at least). I had to install the Java JDK, which includes the JRE installer. I then chose to uninstall the JDK piece and not the JRE piece. Once I did that, it installed Unifi literally in about 15 seconds or less.
