It's spam and it's (sadly) common on the interwebs. We'll see if we can reduce it by disallowing private conversations for very new members, until then please report it, and we can use the spam cleaner to weed out any communication of such a spammer, thanks!
Also note that you can configure if others can start a conversation with you in the account privacy settings: https://forum.proxmox.com/account/privacy
