Hi,

We found that ip free that already been use by other vm will show duplicate in windows server. Is this some kind of bug?

do you mean windows vms get ips which are already used elsewhere? if yes, i would suggest to look at your dhcp server, as this is not something proxmox does
 
We don't have DHCP server. Our server run all with static ip.

We have setup other VM's. All our VM's using static IP. We do not put DHCP. Let say i put 213.32.15.18 on VM1. Then a few hours i delete VM1. I creating new VM can VM2. So i put 213.32.15.18 to VM2. When i check from command prompt using ipconfig /all, behind ip 213.xxx.xxx.xxx got this (Duplicate). But i ping the ip it's not available. I test on a few VM's setup using windows 2012R2. Same thing.
 
works fine here,
this looks like an issue with your network.
something on your network answers to (i guess) an arp request for this ip... so windows thinks it is already in use
 
do you have an active directory server ? maybe there are some settings left over?
 
The problem is LACP on a cisco switch. I do not know what network engineer did but it's solve the problem.
 
Could you find out what the LACP settings needed to be changed on the Cisco switch? I believe I have a similar issue.
