Intentional lock a vm

I know pve doesn't allowing user rights for individual VMs, but is there are way to "lock" a VM to prevent shutting it down easily, maybe restricting power commands to cli only for that one vm?

I have a vm that will host a VPN I don't want one of my user to accidently shut it down making it inaccessible.

Really? I thought we have a full featured, role based access control ...

Maybe I didn't word it correctly. I'm looking for node specific permissions. So user "Bob" can shutdown create whatever to VMs 1, 2, 3 but he has no control over VM 4.
