Intel Arc a580 on win10 - no hardware encoding - fixed with old driver

Already had a win10 vm working with a the gpu.

Tried to make a new one and hw encode did not work.

An old driver gfx_win_101.5382 worked though.

Also I set the machine to q35-8.1

newest virtio
