I am not an expert of apt-get apt-cache dpkg tools
How can detect that vlan would remove proxmox-ve pve-manager
using apt-get or apt-cache?

Package vlan is old, badly maintained and simply not required - please do not install that package. iproute2 package contains everything you need to setup vlans.
