I can't change Win7 vm paused state

When I install a win7 vm on KVM host , I shutdown the win 7 guest , then start it , the vm state is change to paused automatically ,

I change it's state from virtual manager , it appear the error as attached file , I change it's state from cli , like as "virsh -c qemu:///system start win7"

stop , restart and also , but I can't change the state . Does it a bug or what ?
