How to unlock Vm if it doesnt start

qm unlock VM_NUMBER in my case

qm unlock 103

and it will unlock the vm allow you to start - I thought I will share .
 
You can also just manually edit the /etc/qemu-server/VMID.conf file (where VMID is the ID of the locked VM, like 101, 102, etc.) and remove the Locked statement.

It should start up with no issue at that point.
