How to import old data to New Proxmox

My friend has installed a new Proxmox on an existing Proxmox host. I've successfully imported the old disk and started some of the old VMs, but most of them are not working. I'd like to ask for expert advice on how to troubleshoot this issue

Hi,

can you please provide the configuration of the VM(s)? Best using qm config <vmid>, e.g. qm config 117 in a shell.

So you have imported the disks only, not as a complete backup including the configuration?
This looks like that the boot order is simply not set correctly. Please ensure that under the Options menu, the boot order includes (as first element) the (main) VM disk containing the OS/bootloader.

Does this mean that before I can start the old VM from the imported disk, I need to reinstall the old OS on it? If so, how can I check which OS was originally installed on that VM-disk? Or if I misunderstood, please explain.
