How do I pause PVE startup until an encrypted dataset is unlocked & mounted?

I have VM data on an encrypted ZFS dataset.

Question: What is the recommended way to pause the startup of Proxmox, and the auto-start of VMs, until the encrypted ZFS dataset is unlocked and mounted?
