High Swap usage KVM

Good afternoon, I have a problem with the appearance of a load on Swap, although there is still a lot of RAM




The main problem is that if you disable swap via swapoff -a, then one of the virtual machines with Windows Server 2019 starts high CPU USAGE (100%)


I can not understand what the problem is, reboot solves the problem but temporarily
