High CPU load for windows 2000 server

I recently migrated a Windows 2000 Server from a physical host to proxmox. The "System Idle Process" is often running at 98% to 99% of the CPU. I would think that is normal except that the load for one of the processors on the proxmox host is always maxed out around 100% because of that virtual machine. Here is what the config looks like:

I'm using LVM over iscis for the disk.

A Windows Server 2003 and Windows 2000 do not have the same problem. They are using qcow2 over NFS for disk.

Any ideas why the processor is actually being loaded down by the "System Idle Process"?

If I am correct, the 'Idle Process' is just meaning that the system is doing nothing for 98% or 99% of the load of the CPU. That is, the load is very low.
