Hauppauge WINTV-HVR-1250 not recognized in hardware list

I just purchased an HAUPPAUGE WINTV-HVR-1250 and it is a PCIE (Mini size) card. I've tried different PCIE slots, checked bios settings, enabled iommu and everything else I can think of. Please tell me that there's something else. I wanted to use this to host local channels through TVHEADEND on a ubuntu VM but when trying to map it under resource mappings, it does not appear in the list. It does not appear when running lspci in shell either.

lspci | grep Hauppauge shows me nothing
LSPCI show less lets me scroll through the list, but the device is not listed there either.
In addition, I have done mod probe CX23885 to force the loading of the drivers and rerean lspci | grep Hauppauge and got nothing.
