Guest win7 high cpu usage, but host debian is ok

I have a guest win7x64 vm on host debian9x64. Windows task manager shows 100% cpu usage, but htop in debian shows less then 50%.

I have 8 dedicated x64 cores. Was it right to set 4 sockets and 2 cores? What is the best choice?
 
Hi,

Do not use socket if you have no sockets on your HW.
In your case use 1 socket and 8 cores and install the ballooning service in Windows.

Do you mean to choose fixed size memory and "memory balooning"; and then to install balloon virtio driver? THanks
 
Ballooning is necessary to see the correct memory on the vm summery.
You must also install the ballooning service in windows.
