I do not see a section for guest issues, perhaps something to consider.
Proxmox Guest Issues

In any case, I have migrated a Windows 10 guest from VMware to Proxmox and
am seeing an issue which has apparently been around. Whenever the machine
boots it has the wrong time. I have tried, I believe, all the known fixes but am open to suggestions.
You would think the Windows NTP service would sort it out, but no.
 
So I was able to get it to boot with the correct time finally.
I believe the issue is with VMware tools which were migrated with the guest.
The uninstaller for VMware tools would not work so I had to use a Microsoft
Fix-It tool, which appeared to have deleted the apps but actually left all the services.
I set them all to disabled and now my time is correct.

And... I need to ask what the title "Guest Forum" has to do with the problem "Time is wrong in an imported Windows VM"? :-(

That's because it's a guest issue and therefore should be at the vendor of the guest OS.
Seems to me like the community at large might like a place where they can share issues they have seen at the guest level. Sometimes it may be the vendors fault but other times is could be a simple tweak of the hardware settings in Proxmox that sets it right.
