GPU advice for pcie 3.0 mainboard

Hello
i need some advice which gpu to buy for my home server running proxmox 8.x. The supermicro X10SRi-F has this pcie slots
1x PCI-E 3.0 x16,
1x PCI-E 3.0 x4 (in x8 slot),
2x PCI-E 3.0 x8,
1x PCI-E 2.0 x4 (in x8 slot),
1x PCI-E 2.0 x2 (in x8 slot)

As pcie is "old and slow" there whould be no advantage to put a high end gpu in side, also i would like not to spend more than 300W on it.
The use case is transcoding with jellyfin, desktop acceleration on mac os, and cad on windows 10. More than four parallel streams won't be necessary.
I have looked at amd radeon 6800 and nvidia rtx 3080 but don't know if they are suitable. How about a tesla card or similar from amd? Maybe two slower cards?
My budget ist ~600€.
Can someone offer advice on this topic?
