I run a web-ftp file manager that will store terabyte of files,
which is the correct virtual hard disk politics?

I was thinking to create a 10Tb virtual hard disk for the virtual machine and store all files, after, mount an azure SMB blob and make sheduled backup copy.

There is nothing like a "correct" policy. It depends on your specific needs and requests and is totally independent of using virtualization or not.
