Fortunately this is a test system. I still can't figure out what broke systemd.
At the first boot after upgrade I get an fsck error complaining that fsck can't find /dev/pve/root to fix which would seem to indicate there was something wrong with /etc/fstab but even after I commented out all but boot and root and proc - fsck still could not find what it was looking for. After that error we get a "script" that tries to update kernel modules but keeps throwing errors. Then finally the systemd journal goes in to eternal loop that it will not get out of.
