Ethernet port fails to become active and can't be used

I'm setting up a new Qotom Mini PC that has 8 Ethernet ports, and one of them has been giving me problems in both Proxmox 8.1 and 7.4. If I load Windows 11 on the unit, I can use all Ethernet ports without issue.

After loading Proxmox 7.4, and creating bridges to each of the Ethernet ports, here's what System-Network looks like in the pve Datacenter:

The troublesome port is pretty obvious, as it's the only one showing as "No" under Active. I originally assumed the port was bad, but given that it works when I boot from Windows 11 it makes me think there's something else going on. Anyone have suggestions on how to get more information about what might be happening with this port?

Here are a few particulars on the industrial PC I'm using, in case there's anything there of interest:
