Error creating ZFS pool in cluster

When trying to create a ZFS pool on one of the machines on my Proxmox cluster (just two nodes) the task hangs and eventually fails with a create storage failed: cfs-lock 'file-storage_cfg' error: got lock request timeout error. The pool is created under the ZFS tab, but it's not appearing as a storage option for the server.

I'm not sure if this is a artifact of clusters wanting to remain in sync with each other and the addition of the pool is saturating my network so clusters go offline and as a result can't reach a quorum (the web UI becomes very unhappy while the task runs with slow load times) or if this is related to something I am missing about how clusters work in relation to storage.
