does not shutdown properly the VMs with windows server

hello everyone, i have two windows server VMs runing on proxmox 4.1 and 2 debian CTs, in the 1st VM i use WS2003 and the 2nd use WS2008, the problem is that when i press shutdown from web interface on any CT it shuts down correctly
but when I want turn off any windows VMs the shutdown option does not work, so I have to use the stop option to.
How I can do to properly turn off the windows VMs?
