That is configured by the default spamassassin rules (with other scores), so I am not sure what you want to do?

This simply "decreasing" the score from the spamassassin scan.
Does not prevent postfix to reject mails that has been blocked by postscreen rbl checks.
In order to do rbl whitelisting you have to configure property the rbls in postscreen.
