Disk IO during clone/backup

When you clone a VM, does proxmox artificially limit disk IO during the clone as to not overwork the storage & affect other VMs? I was under the impression that backups did this, so I assumed clones did too. However, I saw an issue yesterday during a clone where several VMs (that are busier than others) saw a load spike during the clone (meant iowait was high). I'm on 4.4-12/e71b7a74.
 
I do not recall having seen any limitation methods. The full speed is used at all times. Backup is often limited by the cpu, so higher compression is bound by cpu if you cpu has not a big single-core computing power.
