How do I exclude the "Whitelist" created in the "Who" section from being added to the "Disclaimer" in emails?

I can add it in the "Disclaimer" settings, and then the "Disclaimer" will only be sent to the "Whitelist," but how do I send it to everyone except them?

You can use the None matches modifier for the who-object: https://pmg.proxmox.com/pmg-docs/pmg-admin-guide.html#_application_of_rules

else - add accept to the rule with your who-object, and add the disclaimer in a rule with lower priority
