Debian 13 container with nesting disabled hangs at boot

Hello,

It seems that the Debian 13 container hangs forever at boot if created with nesting disabled. FYI.

my workaround was to enable nesting, since I don't care either way, but normally I prefer not to have options enabled when I don't need them.

Debian 13 uses a version of systemd that requires nesting. So it is in fact needed.
