Creating new VM with another VM's qcow2 files

Hello.
I created a thread before but want to ask again with a similar scenario.

I have a VM on Prod Proxmox and this VM has 2 files on disk, "vm1-disk-1.qcow2" and "vm1-disk-2.qcow2".

I want to copy these 2 files to test Proxmox server and restore in there. (I don't want to use backup options right now.)

I created a new VM on test Proxmox with the same ID and copied these 2 files in VM's directory, but didn't worked.

it gives "A start job is running for dev-sdb1-device" error/log when starting.

How can I restore these 2 files in another(test) Proxmox server?

is this an error during VM boot inside the VM? Or in the Hypervisor/PVE?

If its the former, then my guess the qcow is in "in-use" state, because I presume you copied the files from under a live/running VM?
You can shutdown the VM, or perhaps pause it, to get a clean copy.
