(Config) Need help pointing me in the right direction

Scenario: I want to run VM:s on one machine and have one spare machine (identical and mostly offline). Sometimes i want to power the spare up, move the VM:s over and power off the first machine. I'd prefer doing this with the machines own storage but would consider using a separate NAS as well if needed. I'd like to make the migration as simple as possible each time.

Any ideas for how i should setup/install this?

I'm new to proxmox and clustering (not really sure this applies to this scenario).

Clustering requires at least 3 machines to be reliable, i.e. with two machines it will work and provide migration, but the cluster will not be quorate if you shut one of them down (i.e. you won't be able to change any state, start/stop VMs, etc... with only one online).

The correct solution would be to have a third node - note that this doesn't need to be a fully fledged PVE node, with a corosync qdevice you can even use something like a raspberry pi or similar. See: https://pve.proxmox.com/wiki/Cluster_Manager#_corosync_external_vote_support
