Config file to not boot up VM guest ...

Where is config file for setup that a VM Guest not to be booting up when proxmox server startup?

Why don't you use the web interface to configure that?

Because on a Windows VM Guest there is a rootkit problem ... and I don't wont start it, else ISP block and hybernate my phisical server...
