Cluster or not ... what's the better strategy for a backup server?

Hi.
Currentliy I have a 2-node-cluster with one "main-server" and one "backup/desaster-server". They are in a 2-node-cluster. My question is: What's the better strategy for a desaster recovery? Let's say that our main-server has some kind of hardware failure and won't start any more. (Of course all VM-backups are also on the backup-server). Is it better to have a cluster or is it better to use these two servers as stand-alone-servers?

Put a third (cheap and simple) node into the cluster in order to get quorum when one server fails. Useful only when in normal situation "main-server" and "backup-server" run all the time.

In other cases configure two stand-alone-servers.
