cluster not ready after pvecm create cluster

after I run command pvecm create pve2

I having problem on perform any action on proxmox such as : create backup or clone the machine; whatever action that need to write on the disk, It keep show cluster not ready - no quorum? (500)
I tried to create a file under /etc/pve , i have received an error msg: Error writing 1: Permission denied

is there any way to undo the pvecm create pve2 ?

what do you get if you run

pvecm status
 
root@pve:/etc/pve# pvecm status
Cannot initialize CMAP service

I had found a problem on /etc/pve , I see most of the files doesn't have write permission, i tried to change it with chmod, but fail

Thanks you ! Recovery is working !!! Now the proxmox is working fine.
